David is both an experienced attorney and an actively practicing paramedic, offering a rare combination of legal knowledge and frontline emergency services expertise. His legal practice is dedicated to supporting public safety agencies, healthcare providers, and small businesses. David advises clients on a wide range of matters, including contract drafting and review, corporate formalities, licensing and compliance, HIPAA and patient privacy, internal investigations, nonprofit and 501(c)(3) regulations, and general business law.

Before becoming an attorney, David worked as an EMT in upstate New York, worked as a consultant on emergency communications issues, volunteered as an EMT and served as a state EMS regulator in Maryland, worked as a 911 chase paramedic in Delaware, and served as a 911 paramedic and agency safety officer in Pennsylvania. After graduating from law school, David joined the corporate startup and healthcare practice of a leading national law firm. After several years in a successful legal career, he ultimately returned to his EMS roots, leaving big law to work full time as a career chase-car paramedic in northern Maryland.

David founded his legal practice with the belief that EMS providers, agency leaders, and healthcare professionals should have access to counsel, but shouldn’t have to educate their lawyers on the basics of how their jobs and organizations operate. As someone who has lived and continues to live the challenges of the field, David brings an unmatched level of understanding and credibility to every client relationship.

Still actively responding to 911 calls, David remains deeply connected to the realities faced by EMS professionals and public safety organizations. This hands-on experience enables him to provide legal advice that is not only sound, but practical and grounded in the operational demands of frontline care and agency oversight.

David lives in Lancaster, PA, with his wife Julia (a physician), and their two children.
